Charge is seeking an Associate Project Manager with strong skills in team leadership and project delivery, experience with underground construction and a proven track record of completing projects safely and with high quality. The role of the Associate Project Manager is to deliver their portfolio of projects safely, efficiently, and with high-quality.
Expectations: Scope of Work
The role of the VPC Project Manager is to:
- Deliver projects on schedule, within budget, and with the highest level of safety and quality.
- Properly plan, execute and close projects.
- Lead the multi-discipline project team, ensuring that communication is frequent and complete.
- Ensure that project decisions are made within the broader context of safety adherence and financial stewardship, and the need to meet customer and quality requirements.
- Provide support for the construction crews with respect to technical requirements and the management of scope, schedule and resources.
- Assist the field operations team in the development and improvement of crews.
- Provide client management, communication and support.
- Provide professional development of Field Engineers and Project Coordinators.
Expectations: Tactical Responsibilities
All project management work will be performed in accordance with the Charge Project Life Cycle Manual. At a minimum:
- Project schedules will be updated weekly.
- Project team meetings will be held weekly.
- Daily work reports will be reviewed for quality and accuracy on a daily basis.
- Job costs will be analyzed and updated weekly.
- Job costs will be presented to the Program Manager and Leadership Team on a monthly basis.
- Job sites will be visited frequently to ensure quality, receive feedback from field personnel, and to provide leadership visibility.
More broadly, the tactical responsibilities of the VPC Project Manager include the following:
- Leadership of the project team to clearly communicate the project requirement, scope, schedule and budget to the project team and supervision of the day-to-day activities of project task implementation.
- Active communication with the client to keep them apprised of project status and potential changes.
- Proactive identification of project issues and development of options for corrective action.
- Manage subcontractors and control subcontracted work.
- Oversight of all procurement activities of goods and services; support for the preparation of proposals.
- Timely review and approval of vendor invoices.
- Project documentation and records management. Ensure the maintenance of complete and comprehensive project files of financial, regulatory, vendor, client and internal telephone and written communications on the project.
- Coordinate with other department managers and project team (via project kickoff and status meetings) of the work scope, personnel assignments, budgets, and cost consistent with the client’s needs and objectives.
- Support the preparation of proposals, including the writing of assigned proposals, and development of cost estimates, profitability analyses, and schedules for completing the scope of work included in the proposal.
- Review and approval of all customer deliverables to assure the quality and timeliness of project deliverables.
- Development of a project staffing plan and selection of appropriate qualified technical personnel to perform specific project task assignments. Identify the need for and recommend appropriate technical staff changes required to assure quality and timely implementation of assigned project goals and objectives.
- Monitor project task performance against assigned budgets, estimate cost to complete by task, develop project cost forecasts, and apprise management of status and recommend corrective action as needed.
- Monitor and report the status of work-in-process and recommend appropriate action to declare revenue and invoice such work in a timely manner.
- Timely and accurate submittal of invoices. Monitor and report the status of accounts receivable and recommend appropriate action on overdue accounts.
- Provide quality control of daily work reports.
- Timely and accurate identification, quantification and submission of RFIs.
- Timely and accurate submission, negotiation and close out of change orders.
- All work will be performed in accordance with all government laws, regulations, ordinances, and court rulings in those jurisdictions in which the company operates.
- All routine work will be documented in the system of record (Filemaker, Foundation, P6). The information included in the Project Life Cycle Manual is proprietary.
- All work will be performed according to company policies and standards inherent in all position agreements, employee manuals, ongoing policy memoranda, and facilities and dress codes.
- Client and company information will be held as strictly confidential outside the company.
- All telephone calls, both internal and external, will be returned within one business day and within two hours whenever possible.
- Employee’s supervisor will be notified in writing and verbally of any issues to be resolved or deadlines that cannot be met by reporting person, prior to the due date.
- Employee will provide assistance to other departments as requested.
- All business communications, whether verbal, visual, or written, whether for internal or external use, will be professional in tone and content and in accordance with applicable and existing company policies and standards.
- Employees will respect each other’s time, space and need for concentration. Socializing and interruptions must not impede workflow.
- Employees will have, at a minimum, biweekly, regularly-scheduled meetings with their manager.
- Employees are encouraged to recommend ideas for the improvement of systems, and their department/position.

The Associate Project Manager reports to the VPC Program Manager and receives routine project support from a combination of the Superintendent and Foremen, the Field Engineers, the Design/Estimating team and the Safety/Quality team.
Associate Project Manager
The Associate Project Manager is an entry-level PM position intended as the next step in the project management job family beyond the Field Engineer role. As such, Associate Project Managers will typically (exceptions can be approved by the Program Manager):
- Have less than 7 years of applicable experience
- Manage simpler projects (single commodity, one customer, self-performed, short duration)
- Manage less than 5 active construction projects at any time
- Manage less than $1 m portfolio value
The Project Manager position is intended for experienced project managers with a proven track record of delivery. It is the next step in the project management job family beyond the Associate Project Manager role. As such, Project Managers will typically (exceptions can be approved by the Program Manager):
- Have between 7 and 12 years of applicable experience
- Manage complex projects (multiple commodities and/or customers, work with subcontractors, longer duration)
- Manage 5 – 15 active construction projects at any time
- Manage between $1 to $5 m portfolio value
- Manage projects with strict customer requirements (schedule, cost, quality)
- Manage projects that include engineering and/or permitting scope
Senior Project Manager
The Senior Project Manager position is intended for seasoned project managers with a extended track record of high-quality delivery. It is the next step in the project management job family beyond the Project Manager role. As such, Senior Project Managers will typically (exceptions can be approved by the Program Manager):
- Have more than 12 years of applicable experience
- Manage complex projects (multiple commodities and/or customers, work with subcontractors, intense customer focus, longer duration)
- Manage greater than 15 active construction projects at any time (dependent upon project size)
- Manage more than $5 m portfolio value
- Manage projects with strict customer requirements (schedule, cost, quality)
- Manage projects that include complex engineering and/or permitting scope
- Mentor and provide informal leadership for less experienced project managers
- Provide expert level project management guidance to the Supervisor, Program Manager and the Accu-Bore leadership team.
