As the leading provider of To-the-Meter (TtM) and Beyond-the-Meter (BtM) services under the Mobilehome Park (MHP) Utility Upgrade program in California, VPC is proud to play a role in the effort to replace aging, unreliable systems and give park owners and residents greater control of their energy usage.

Through this CPUC program, MHPs throughout California are getting a major upgrade to their gas and electric infrastructure by converting to direct utility services. While the TtM costs are covered by the program, park owners are responsible for hiring a contractor to perform the BtM portion of the upgrade work. Generally, BtM costs are reimbursed by the utility provider and VPC can help park owners and managers navigate the entire process from beginning to end.

Kentwood Mobile Estates

Chico, CA

In December 2019 VPC completed their BTM scope at the Kentwood MHP. The project consisted of gas and electric Beyond The Meter installations to 137 mobile home spaces. At completion of the project the park owner had minimal costs for one common area within the mobile home park.

Santa Cruz, CA

In February 2019 VPC completed their BTM scope at the Scott’s Valley MHP. The project consisted of gas and electric Beyond The Meter installations to 30 mobile home spaces. At completion of the project the park owner had zero cost for the mobile home park upgrade.

PROCESS FOR PARK OWNERS

1. Planning

Upon selection, VPC will review the mobile home park agreement and CPUC decision, acting as liaison between the utility, the TtM contractor and the park. We walk the job with the TtM contractor to develop a plan for construction and finalize pricing for BtM work.

2. Resident Coordination

Prior to construction, VPC will hold introductory meetings for residents to inform them of the BtM process and schedule, as well as any relevant field protocols. Notifications will be sent throughout the construction to communicate outages, inspections and cutovers.

3. Build Out

VPC will install equipment and schedule cutover services with MHP residents to transfer service from the old legacy system to the new gas system.

4. Inspections

VPC will coordinate all inspections that are required throughout the BTM process.

5. Close Out

Following construction, VPC will provide the park owner with a completion letter for park owner to acknowledge completion of work performed and sign off on the project.
